I thought that she may have been a fasoin designer as she seems very out there and it would be unusual to see a 'normal' woman dressed like that in a street surrounded by what looks like, run down flats.
Another minor thought was that she may have been crazy, this was my first impression however after I looked into the picture abit more I had an educated guess that she wasn't.
My thoughts were matched when I was told that she was a fashion writer, style icon. Unforuntaley she died last year. Here is another picture of her, in another astounding outfit.
